Prof. Dr Cecilia Bouwer, the Course Leader, has been lecturing in the Department
Educational Psychology, University of Pretoria, since 1995, where she specializes in
assessment concerning all nature of learning difficulty. Formerly she was a Chief
Research Specialist at the Human Sciences Research Council, where she headed the
Division Reading Development and was extensively involved in the development of
reading programmes and language assessment instruments, as well as research on
various kinds of barriers to learning. Currently, her research focuses on the
accommodation of barriers to learning in assessment, and the stress experienced by
teachers in dealing with learners with behavioral and emotional problems.
Dr Annatjie Dednam was a senior lecturer in remedial education at the University of
South Africa and formerly a chief researcher in the Division Reading Development of
the Human Sciences Research Council. Her truly extensive expertise in reading and
writing difficulties is rooted in 18 years' experience as a teacher in an aid class for
learners with specific learning disabilities, followed by a solid research career. Her deep
understanding of the field has found expression in important contributions to the HSRC
reading programmes and in other publications, the most recent being three definitive
chapters in an important new South African textbook.

HOW TO START A PRIVATE SCHOOL.

Starting a private school is a lengthy process. Fortunately for you there's absolutely no need to re-invent the wheel. Plenty of folks have wanted to start their own school and have done the same thing you are thinking of doing. You will find much inspiration and practical advice from their examples.
In fact, you will find it extremely useful browsing the history section of any established private school's website. Some of these stories will inspire you, while others will make you question your intelligence for undertaking such a project.

Time Required: About Two Years
Here's How:
Identify Your Niche
18-24 months before opening: Determine what kind of school the local market needs. (pry,secondary, day, boarding, Montessori, etc.) Ask parents and teachers for their opinions. If you can afford it, hire a marketing company to do a survey. It will be worth it.
Once you determine what kind of school you will be opening, then decided how many grades will actually open the school. Your long range plans may call for a K-12 school, but it makes more sense to start small and grow solidly. Get the primary division established, then add the upper grades over time as your resources permit.

Form a Committee
24 months: Form a small committee of talented supporters to begin the preliminary work. Include parents with financial, legal, management and building experience. Ask for and get a commitment of time and financial support from each member. This important planning work which will demand much time and energy. These people can become the core of your first board of directors.
Co-opt additional paid talent, if you can afford it, to guide you through the various challenges, indeed, road blocks, which will inevitably confront you.

Incorporate
18 months: File incorporation papers with your Secretary of State. The lawyer on your committee should be able to handle this for you. There are costs associated with the filing, but he should donate his legal services to the cause.
This is a critical step in your long term fund raising. People will give money much more readily to a legal entity or institution as opposed to a person. If you have already decided to establish your own proprietary school, you will be on your own when it comes to raising money.

Develop a Business Plan
18 months: Develop a business plan. This should be a blue print of how the school is going to operate over its first five years. Always be conservative in your projections. Do not try to do everything in the first five years unless you have been lucky enough to find a donor to fund the program in its entirety.
Develop a Budget
18 months: Develop a budget for 5 years. This is the detailed look at income and expenses. The financial person on your committee should be responsible for developing this critical document. As always project your assumptions conservatively and factor in some wriggle room should things go wrong.
You need to develop two budgets: an operating budget and a capital budget. For example, a swimming pool or an arts facility would fall under the capital side, while planning for social security expenses would be an operating budget expense. Seek expert advice.

Find a Home
20 months: Locate a facility to house the school or develop building plans if you will be creating your own facility from scratch. Your architect and contractor committee members should spearhead this assignment.
Think carefully before you leap at acquiring that wonderful old mansion or vacant office space. Schools require good locations for many reasons, not the least of which is safety. Older buildings can be money pits. Investigate modular buildings which will be greener as well.

Tax Exempt Status
16 months: Apply for tax exempt 501(c)(3) status from the IRS. Again, your lawyer can handle this application. Submit it as early in the process as you can so that you can begin to solicit tax deductible contributions.
People and businesses will definitely look upon your fund raising efforts much more favorably if you are a bona fide tax-exempt organization.

Tax exempt status might also help with local taxes as well, though I do recommend your paying local taxes whenever or wherever possible, as a gesture of goodwill.

Choose Key Staff Members
16 months: Identify your Head of School and your Business Manager. Conduct your search as widely as possible. Write job descriptions for these and all your staff and faculty positions. You will be looking for self-starters who enjoy building something from scratch.
Once IRS approvals are in place, hire the head and the business manager. They need the stability and focus of a steady job to get your school open.

Solicit Contributions
14 months: Secure your initial funding - donors and subscriptions. You will need to plan your campaign carefully so that you can build momentum, yet are able to keep pace with actual funding needs.
Appoint a dynamic leader from your planning group to ensure the success of these initial efforts. Bake sales and car washes are not going to yield the large amount of capital which you will need. Well-planned appeals to foundations and local philanthropists will pay off. If you can afford it, hire a professional to help you write proposals and identify donors.

Identify Your Faculty Requirements
14 months: It is critical to attract skilled faculty. Do so by agreeing on competitive compensation. Sell them on the vision of your new school. (The chance to shape something is always appealing!) While it is still over a year until you open, line up as many faculty as you can. Do not leave this important job until the last minute.
An agency such as Carney, Sandoe & Associates will be helpful at this stage in finding and vetting teachers for you.

Spread the Word
14 months: Advertise for students. Promote the new school through service club presentations and other community groups. Design a Web site and set up a mailing list to keep interested parents and donors in touch with your progress.
Marketing your school is something which has to be done consistently, appropriately and effectively. If you can afford it, hire an expert to get this important job done.

Open for Business
9 months: Open the school office and begin admissions interviews and tours of your facilities. January before a fall opening is the latest you can do this.
Ordering instructional materials, planning curricula and devising a master timetable are just some of the tasks your professionals will have to attend to.

Orient and Train Your Faculty
1 month: Have faculty in place to get school ready for opening. The first year at a new school requires endless meetings and planning sessions for the academic staff. Get your teachers on the job no later than August 1 in order to be prepared for opening day.
Depending on how lucky you are at attracting good teachers, you may have your hands full with this aspect of the project. Take the time needed to sell your new teachers on the school's vision. They need to buy into it, or else their negative attitudes could create a host of problems.

Opening Day
Make this a soft opening at which you welcome your students and any interested parents at a brief assembly. Then off to classes. Teaching is what your school will be known for. It needs to begin promptly on Day 1.
The formal opening ceremonies should be a festive occasion. Schedule it for a few weeks after the soft opening. Faculty and students will have sorted themselves out by then. A feeling of community will be apparent. The public impression which your new school will make will be a positive one. Invite local, regional and state leaders, and, of course, the politicians.

Stay Informed.
Join national and state private school associations! You will find incomparable resources. The networking opportunities for you and your staff are virtually limitless. Plan on attending association conferences in year 1 so that your school is visible. That will ensure a nice pile of applications for vacant positions in the following academic year.
Tips:
Be conservative in your projections of revenues and expenses even if you have an angel who is paying for everything.
Make sure real estate agents are aware of the new school. Families moving into the community always ask about schools! Arrange open houses and gatherings to promote your new school.
Submit your school's website to sites like this one so that parents' and teachers can begin to be aware of its existence.
Always plan your facilities with growth and expansion in mind. Be sure to keep them green as well. A sustainable school will last many years. One which is planned without any consideration of sustainability simply will fail.

Education, Labour Ministers Escape Kidnap Plot


Abuja — THE State Security Service (SSS) paraded, in Abuja, yesterday, three undergraduates of the University of Abuja and a suspected fraudster who allegedly attempted to kidnap two ministers in order to demand N300 million ransom, and force the Federal Government to sign an agreement with ASUU ending the on-going strike action.

The ministers targeted by the suspects are Prince Adetokunbo Kayode (SAN) of the Labour and Productivity Ministry and Dr Sam Egwu of the Education Ministry.

The mastermind and suspected fraudster, Abdallah Alfa (58) told newsmen that he was to offer the undergraduates N4 million after a successful operation.

He said they were to be mobilised with N1 million before the operation, while the N3 million balance was to be paid after the assignment. He however said no kobo had exchanged hands before they were nabbed by the Police. He said he was also to provide other logistics, like cars, which the boys were to use for the job.

Undergraduate suspects

The University of Abuja undergraduates who also took turns to confess to their alleged role in the kidnap plot are Kingsley Njoku Obi, Aniabor Ochuko (aka Kelly Handsome) and Chilaka Rowland (aka Peace).

Obi (23) is a 400 Level student of political Science at the university; Ochuko (27), a native of Oha Town, Okpe Local Government Area of Delta state is a diploma student of the university while Rowland (28) from Ahiabo Mbaise Local Government of Imo state is a final year student of Political Science of the university.

Although the three undergraduates and self-acclaimed mastermind said they did not have any previous criminal record, one of them, Rowland, had already confessed his membership of Black Axe Confraternity to the SSS.

Leader of the gang, Alfa, who first denied knowledge of the kidnap plot, later told newsmen that he entered into the deal with the undergraduates with the aim of making money and bringing the ongoing ASUU strike to an end.

He said he had played prominent roles in the past to end ASUU strikes but he did not say what exactly he did. He said his contributions to the ASUU strikes in 2003, 2007, 2008 and 2009 were on record. Alfa, according to the SSS, hails from Kogi state, had a primary school education but he speaks the Queen's English.

Although he faltered when he was asked what he was doing for a living, he later told newsmen yesterday that he was a businessman. But the SSS told newsmen yesterday that their investigations revealed that Alfa is an incurable fraudster given his antecedent. They said he was linked with a number of 419 cases in the past.

He was bold all through the parade session but he was sweating profusely.

Kidnappers planned to kill Egwu

His accomplices also explained that the agreement between them and their paymaster was to kill Dr Sam Egwu in detention and free Prince Kayode (SAN) after collecting the N300 million ransom.

The Assistant Director, Public Relations of the Service, Marilyn Ogar, who first briefed newsmen yesterday before allowing them to interact with the accused persons said the 58-year old Alfa popularly called the Ambassador who initiated the plot, recruited students for kidnapping assignment under the guise that the kidnapping was meant to end the on-going impasse between the Academic Staff Union of the Universities [ASUU] and the Federal Government.

"The choice of using students for the operation was ostensibly to make the exercise and the subsequent demands appear as if it was geared towards ending the Federal Government and ASUU crisis", Ogar stated.

She said preliminary investigation showed that the plot was to forcefully end the seemingly unending strike action.

"While three of these are students of the University of Abuja, preliminary investigation showed that the plan was designed to serve as a forceful way of ending the on-going strike action", Ogar stated.

She also said upon the successful kidnap of the Ministers, Egwu was "to be forced to sign an alleged agreement with ASUU."

The suspects were also to demand the sum of three hundred million naira from the Federal Government as a precondition for the release of the ministers.


She lamented that instead of an old man like Alfa serving a role model to the younger ones (students), he "cajoled them into embarking on the nefarious act, thus capitalising on their seeming frustrations and desperations to go back to school by all means."

She advised parents and guardians to monitor their children and wards closely to ensure that they do not fall prey to the likes of Alfa.

"While he (Alfa) hails from Dekina, Kogi state, he claims to be Hausa from Kano", she pointed out.

She said the essence of the press briefing was to draw the attention of parents to the possibility that Alfa may have recruited other kids in different parts of the country for such criminal acts and to implore them to be vigilant.

She added that the service would hand over the quartet to the police before the close of business for necessary action.

"We have done our bit, we will now hand them over to the police for prosecution", she stated.

At the onset, Brilliant Child Private School (Nursery&Primary School) was known as Brilliant
Child Coaching Centre. The centre operated as an
evening school- remedial classes for children from ages 3-11. Mrs. M.C. Agulana, one of the teachers
at the centre asked if the three classrooms then available could be used as Day School to take
care of children of the lowly parents of the community who could not afford the fees being charged in schools in the neighbourhood. The Proprietress, Mrs. M.C.
Adebowale was at this time the headmistress of Our lady of Fatima Private School. She granted the permission and in January 1989 Mrs. M.C. Agulana
started the morning session which metamophosed into Brilliant Child Private School.

TOURISM ATTRACTIONS IN LAGOS

Oba's Palace (IGA IDUNGARAN):

This magnificent building, located on Upper King Street, North of Lagos Island, was constructed over 300 years ago and has subsequently been renovated and expanded in stages. It is the official residence of the Oba of Lagos. The principal portion consists of the segment built by the Portuguese in 1705. This was during the reign of Oba Akinsemoyin. Most of the construction materials were brought in form Portugal. The most recent renovation was undertaken in 1960, under the reign of Oba Adele II, with the addition of a new wing to the palace. The present ruler, King Oba Oyekan II, was crowned in 1965 and is the 18 th Oba of Lagos. Travelers who wish to tour the palace can apply for permission to do so from the Secretary of the Oba of Lagos.

Balogun Oshodi Tapa Monument:

The Oshodi Tapa family constructed this imposing edifice in 1968 as a monument to the memory of the renowned warlord, Chief Balogun Oshodi Tapa, who died in 1868. He was an ardent supporter of Oba Kosoko. The structure has been erected over his grave.

Taiwo Olowo's Monument:

Another attractive monument is the building over the tomb of Chief Daniel Conrad Taiwo, who died in 1901. The Chief arrived in Lagos in 1848 and rose from humble origins, as a basket maker's apprentice, to become an eminent personality in the political circles of the city. The building is on Broad Street in the central part of the city, neatly packed between the Mandilas House and the Continental House. It contains a copper bust of the Chief, which is reportedly made from melted down pennies.

Water House:

This fine example of Brazilian architecture is one of the oldest of its kind in Lagos. It is located 12, Kakawa Street, within the confines of the “crown land” that was bestowed to Hijinio Pinto Da-Fonsacca in 1864. It was shortly after this that construction of the house was begun by Joa Esan Da Rocha, who became prominent for being one of the first persons to lead free slaves back from Brazil. It gained the name of ‘Water House” when the owner started selling drinking water to the local residents. A new wing was added in 1967 by converting a part of an old building that was previously used as a courtyard for constables. But the renovation has not disturbed the original style of the building, which has been declared a National Monument. At present the building is used for commercial as well as residential purposes.

Shitta Mosque, Martins Street:

This magnificent Mosque was designed and constructed by the Brazilian, Senor Joas Baptista Da Costa, in 1892. The then Governor of Lagos, Carter, presided over the official inauguration in 1894. A reputed and wealthy Muslim merchant from Sierra Leone, Mohammed Shitta Bey, provided the entire amount of three thousand pounds required for the construction and hence it is named after him. The architecture is typically Brazilian, with traceries on its canopy and floral motifs on the pinnacles – quite similar to those on the Taiwo Olowo's monument. The Mosque has been well maintained and still retains its perfect condition.

Cuban Lodge:

This interesting structure, at 40, Odunlami Street, is a combination of British and Brazilian architectural styles – a typical English cottage with a typical Brazilian flavor! While the owner (Hilario Campos) was a liberated Brazilian slave, and the craftsman (A. A. Aka) was a Brazilian, the architect who designed and built it (Christopher Thomas) was British. Materials used in its construction were imported from Britain. The building was completed in 1931 and has been maintained in excellent condition by its present owner, Mrs. A. A. Gooding, who is the daughter of Campos. Even the surrounding compound is kept neat and clean.

National Assembly:

With the shifting of the Federal Capital to Abuja, this landmark structure will face a change in functions. It had already undergone a period of idleness when the Military Administration governed the nation.

Tafawa Balewa Square:

The square was built in honor of the first Prime Minister of the country and is located just next to the National Assembly. It was constructed in 1972 over the area that was previously the track for horse racing. With a capacity to accommodate over 50,000 persons all major national functions – like Independence Day and October first – are held here, as well as other events like musical jamborees and religious gatherings. Facilities at the square include a shopping center, offices of Travel Agencies for major Airlines, restaurants, car parking, etc.

Egwu moves to resuscitate unity schools


THE Minister of Education, Dr. Sam Egwu has initiated plans to reposition the 102, Federal Government Colleges in the country in line with the vision of the present administration on education.

The schools, which were hitherto established as symbols of national integration and unity as a nation, apart from serving as models for state and private schools, have witnessed infrastructural collapse.

Irked by this trend, Dr. Egwu said that as Minister of Education, he would turn round the fortunes of the education sector and ensure that the schools regain their past glory.

He spoke in Abuja while inaugurating an 18-member committee drawn from the six geopolitical zones of the country, to carry out comprehensive assessment of the schools and come out with recommendations that would provide the government a roadmap to restructuring the schools.

“My administration is committed to restoring the lost glory of our model colleges. In a short while, a memorandum will be forwarded to the Federal Executive Council for consideration and approval of our repositioning of these schools.

“Over the years, the Federal Unity colleges have been the leading lights and reference points of academic excellence in secondary education in Nigeria. The students used to record the best results in Secondary School Certificate in Education (GCE) examinations at both Ordinary and Advanced levels.

“However, it is sad to note that one level of decay that has besieged these colleges in recent years had made them ghosts of what they used to be. The colleges are littered with dilapidated structures and abandoned projects.

“The performance of their students at public examinations has dropped to an alarming level of great concern. The composition of the various zonal committees is, therefore, to salvage this national monument from total collapse,” the minister stated.

Egwu, also disclosed that as part of the efforts to revamp the schools, “I intend to institute school-based management committees to complement the administration of the the schools and also efforts are being made to release the funds for capital projects of the colleges directly to the principals, and once that is done, the SBMCs will be expected to work with the principals for the execution of the approved projects under the strict supervision of the ministry.”

TEACHERS ON STRIKE AGAIN!

Teachers' strike paralyses schools activities in Lagos

Thousands of primary and secondary school pupils and students in Lagos, Nigeria's commercial hub, were sent home on Wednesday as teachers in the state's public schools commenced an indefinite strike to press for improved welfare.

Activities in all public schools in the state were paralyzed as teachers observed the indefinite strike, which its umbrella body, the Nigeria Union of Teachers (NUT) called.

Across the Lagos metropolis, students and pupils were seen going back home, while some of them roamed the streets.

The situation was the same as at the time of filling this report.

The teachers claimed the action was to press home the demand for the implementation of Teachers Salary Structure (TSS).

Frequent strikes in public schools have compromised standards and forced many students, who can afford the higher fees, to move to fast-growing private schools or relocate abroad.

Teachers are some of the lowest paid public sector employees in the oil-rich West African country.
